Rosa Cabrera : Biography

On July 17, 2018, Mrs. Rosa Cabrera, who was born in Cuba and is a legal citizen of the United States, was alerted by a neighbor that the hair salon she owned for more than 20 years, had been vandalized and marked with four anti-Mexican graffiti on the walls of her premises. The graffiti was spray painted “GO BACK MEXICO AND TAKE DRUG CARTEL MURDER CULTURE WITH YOU.” Mrs. Cabrera said in the interview made on the Greenville regional channel WYFF on July 18, 2018, she was frightened and recognized that who committed this crime knew that she did not have surveillance cameras in her hair salon.

Cabrera’s family offered 1,000 dollars reward for information on who was responsible for spray painting the hateful message.

South Carolina Bill 959, and section 16-11-770, describe illegal graffiti as “an inscription, writing, drawing, marking, or design that is painted, sprayed, etched, scratched, or otherwise placed on structures, building, dwelling, statues, monuments, fences, vehicle, or other similar materials that are on public or private property and that are publicity viewable”, without the consent of the owner, manager, or agent in charge of the property. Likewise, who does the crime the first time, will be guilty of a misdemeanor and require to be fined not more than one thousand dollars or imprisoned not fewer than thirty days nor more than ninety days. Also, whoever commits the act of vandalism will be ordered by the court to make further recompense in the decision of the court or remove the graffiti.

The offender meets the elements of the crime because they painted a private property and broke the glass door knowing it does not have any surveillance cameras. Also, I would like to denote that it is a hate crime to when they use the words “Mexican and drugs carter murder culture.” Unfortunately, hate crimes in South Carolina will not cost any more time in state prison than a random crime. Today, the District of Columbia and 45 states have regulations against hate crimes, only Arkansas, Georgia, Indiana, South Carolina, and Wyoming do not. The only means to penalize someone for these crimes is if the Federal Government gets involved.

In addition to the graffiti has been associated with crime and disorder ever since the social scientist George L. Kelling and James Q. Wilson introduce their “broken windows theory.” Which holds that low level and pretty crimes, if not addressed create an atmosphere conducive to more serious and violent crime, and until today, Cabrera’s graffiti is an unsolved crime.
