Smart really means in the context of the information and communications technology (ICT). Even if this term has become popular, it is also chiefly used as a synonym of modern and intelligent. Thus, smart is synonymous to efficient, when it is linked to devices. The following concise of smartness can be considered to be quite broad: “A servant surrounded by servants, which may be a configuration of both humans and devices, from both public and private sectors. While the word “servant” evokes images from aristocracy to slavery in the evolving smart ecosystems, a person or system will be surrounded by or embedded within “servant systems”, which are the smart systems. Moreover, the term smart refers to ideas and people that provide clever insights but it has been adopted more recently in city planning through the cliché smart growth.”

In the same way, it is not easy to locate a common definition for the term city. A city is considered as an urban area, which according the United Nations (2005) typically begins with a population density of 1500 people per square mile but it varies across countries. Cities range according to their agglomeration from localities or villages. Some cities are also called global or international due to their impact that attracts tourist beyond the country or even from all over the world. Another definition says that “city is an urban community falling under a specific administrative boundary”, which shows that a city needs some model of governance. Community is a group of people with an arrangement of responsibilities, activities and relationships”.

Smart city comes up from the combination of the above definitions: an urban space that is surrounded by or is embedded with “smart systems” or a city with ideas and people that provide clever insights. Thus, the “smartness” of a city describes its ability to bring together all its resources and technology innovations, to effectively achieve the goals and fulfil the purposes it has set itself. In addition, the smart city concept started appearing in time with different terms and perspectives with the purpose to define urban technological evolution. More specifically, smart city was not the initial term that was used by scholars. Instead, scholars in late 1990s started discussing about city and ICT from different perspectives and with the use of different terms, in their attempts to describe ICT.

Back in 1994, the concept of Smart City was known as Digital City. Amsterdam was the first city that have a taste of the impact that Digital Cities can have in a country unfortunately at that time there was not much of technology innovations as it is today, but in 1999 Dubai transform the concept of Digital Cities into Smart Cities and through the years this concept has been evolving hand by hand with technology innovations. In nowadays, Smart Cities are playing an important role in society because more cities are opting to become smart. Therefore, Smart Cities are having a positive impact in human life for the following three reasons: Economic, Environmental, and Technological
